卡梅伦要逆天啊（增补）

BBC报导，英国女王在周三的女王国会演讲中宣布，中国国家主席习近平将于今年10月对英国进行国事访问。随后，白金汉宫也发表了女王新闻秘书的声明，宣布习近平将在夫人彭丽媛陪同下对英国进行访问。声明还透露，习近平夫妇在访英期间将下榻女王的官邸白金汉宫。

这样的访问通常由英国政府宣布，平常心一点由外交部发言人宣布，隆重一点卡梅伦本人，由女王本人亲自宣布是比较少见的。但更少见的是习近平夫妇将下榻白金汉宫。从来不记得近几十年来有任何国家元首有这样的礼遇。

女王和老大都是国家元首，但英国是王国，女王是君王。都是国家元首，还是有royals和commoners的分别，而英国人很讲究这个分别的。查尔斯和戴安娜最后结婚，部分原因就由于戴安娜也出身贵族；威廉和凯特结婚的时代不同了，royal和commoner结婚还是小小一段新闻。但commoner（尽管是国家元首）入住白金汉宫，这是罕见的礼遇，这是本来只有外国君王才有的礼遇，除非英国人把老大直接当作君王处理了。

这肯定是卡梅伦的主意。这家伙别看是右派的保守党，但对和中国拉关系真是不遗余力。亚投行这临门一脚把中国都踢蒙了。现在搞这个名堂，心思肯定是在多从中国拉生意。汇丰银行（HSBC）是世界最大的银行之一，也是生意最国际化的银行之一，对中国的理解超过任何人。英国经济金融化、基础建设引进外资化，这些都离不开中国。尽管中国经济增速放慢，但中国经济的潜力和未来的经济投影（footprint）卡梅伦看得很清楚。美国对英国不在中国问题上和美国站在一起很不满意，但卡梅伦是英国首相，首先考虑的是英国利益。160多年前老小匹特首相用远交近攻的策略打下了大英帝国的江山，70多年前丘吉尔用美英特殊关系为式微的英国捞取战后世界秩序中的特殊地位，如今卡梅伦也想为未来几十年英国在世界重心大转移中谋求坚固的着力点。老奸巨猾啊。这家伙是伊顿和牛津出来的，不负校训，比那个哈佛出来、只会“Yes we can”的家伙顶用多了。

对于英国来说，未来的挑战是复杂的：
1、美英特殊关系再怎么变化，两国的超级盟友关系不会变，但这已经不再足够
2、经济上，美国的绝对老大地位在弱化，中国的潜力越来越不可阻挡，英国必须在中国这边伸一只脚
3、安全上，英国最大的威胁来自俄罗斯和伊朗（或者更加广义的伊斯兰极端主义），过去20年的经验表明，美国已经镇不住了，中国与俄罗斯和伊朗之间是暧昧关系，但像北朝鲜一样，再过20年，对俄罗斯和伊朗最有影响的或许还就是中国，为了这个，英国也需要与中国保持超过一般良好的关系
4、在与欧洲的关系上，英国不怕法国领导下的统一的欧洲，过去300年里，只会夸夸其谈的法国被英国打败好多次了，丘吉尔的老祖宗马尔博罗把路易十四打败，威灵顿和纳尔逊把拿破仑打败，要不是丘吉尔的保护，戴高乐连反攻的本钱都没有。但德国统一的欧洲就不一样了，两次大战中英国（借用了全世界的力量）打败了德国，但自己也被永久性地打残了。从某种意义上说，德国在战后复兴了，但英国从来没有恢复过来。铁大妈默克尔正在打造一个新型欧洲超级大国，英国一点反制的本钱都没有，只有远交近攻，拉上中国

个人估计，英国和中国的关系还会进一步接近，这会带动德国也接近中国。德国对接近中国本来就没有历史负担，英国挑战中的有利因素德国没有，不利因素一个不少，所以接近中国也符合德国利益。

在网上查了一下，这好像不是多么罕见。2011年Obama访问英国就住在Buckingham Palace。

Every year since she came to the throne in 1952, the Queen has invited two heads of State to stay at either Buckingham Palace or Windsor Castle. This week, Barack Obama and his wife Michelle will fly into London for a two-day visit.

These visits are an integral part of the Royal year, with each guest being treated in an identical fashion as to the protocol and accommodation. It doesn’t matter if the country concerned is the most powerful nation on Earth or the tiniest – the hospitality is exactly the same.

At Buckingham Palace, after their ceremonial welcome followed by the mandatory carriage drive along the flag-bedecked Mall, President Obama and the First Lady will be given the use of the Belgian Suite on the ground floor at the rear of the Palace.

应该是总统的保镖也住在白金汉宫。下面这一段来自我找到的关于2011年Obama访问英国的一篇文章。
