美国顶尖调查记者、揭露美国在越南搞大屠杀的西摩·赫什 (Seymour Hersh)，发布了一篇长文：
美国如何运作炸掉北溪管道的？

划重点：人人都知道炸掉北溪管道的背后是美国。

Seymour Hersh：“在华盛顿国家安全界内部，进行了长达九个多月的高度机密的来回辩论，然后拜登下决心破坏管道”！

执行者：美国海军潜水与打捞中心（The U.S. Navy’s Diving and Salvage Center）的资深潜水员。该单位的潜水员，本身就承担外派到海外，炸毁外国石油钻井平台、海底发电厂的进气阀、运河重要船闸等任务。

行动掩护：2022年6月，北约BALTOPS 22演习，安置好远程触发的炸药。

行动时间：2022年9月，炸毁北溪管道。

选定“执行者”有一个官方程序上的原因，因为这个机构的潜水员只是普通海军，不隶属于美国特种部队司令部。动用后者的秘密军事行动必须向国会报告，并提前向参议院和众议院的多位领导人通报情况。最早计划于2021年底或2022年初执行，即“俄乌冲突”之前。

拜登及其外交政策团队的核心成员，均对北溪管道持敌对态度，包括国家安全顾问沙利文、国务卿布林肯以及副国务卿Victoria Nuland。

2021年1月底，布林肯任职确认听证会上，共和党议员Ted Cruz多次提出廉价俄罗斯天然气的政治威胁问题。一项旨在施压德国的议案形成，要求终止管道运行。布林肯的回答是：“我知道他（拜登）会让我们使用一切有说服力的工具，来说服我们的朋友和合作伙伴，包括德国，不要推进它。”

但随着“北溪二号”的建设接近尾声，2021年5月，拜登政府决定放弃既有策略，因为承认“试图通过制裁和外交手段阻止管道一直是一个不可能的事情”。这随即招致Ted Cruz等人的严厉批评，后者等人阻挠年度国防法案的通过。拜登的转变被视为比阿富汗撤军更加危险。

华盛顿此时似乎不清楚德国新任总理舒尔茨的立场，他在一次公开演讲中支持法国总统马克龙呼吁欧洲应该采取更加自主的外交政策的主张，明确表示要减少对华盛顿反复无常的依赖。随着俄罗斯陈兵乌克兰边境，美国担心“像德国这样的国家，将不愿意向乌克兰提供击败俄罗斯所需的资金和武器。”

2021年12月，拜登授权沙利文召集一个跨部门的国家安全小组来制定新计划。核心成员分别来自：参谋长联席会议、中央情报局、国务院、财政部。第一次会议地点在白宫顶层的一个安全房间，总统外国情报顾问委员会（PFIAB）的办公场所。

会议主题：讨论是提出一项可逆的应对行动，比如新一轮制裁或货币政策，还是一个无法撤销的破坏行动？沙利文建议：希望该会议提出一个炸毁2条北溪管道的计划。

海军人员提出可以使用新服役的潜艇攻击管道，空军提出投掷延迟引信的炸弹，然后远程引爆。中央情报局的人员强调：无论做什么都必须是秘密的，因为一旦追溯到美国，“这就是战争行为。”

几次会议之后，中央情报局局长William Burns授权一个工作组，在几周的时间内制定一个利用深海潜水员安装炸弹的秘密行动计划。类似行动在1971年执行过，由深海潜水员在前苏联的海底电缆上安装窃听设备。

跨部门会议上，国务院、中央情报局反复提出行动的危险性，持比较反对的态度，认为一旦曝光将是政治噩梦，同时波罗的海海域有俄罗斯海军的严密巡逻、没有石油钻井平台作为潜水作业的掩护，潜水员可能需要前往爱沙尼亚进行适应性训练等等。

即使如此，2022年初，中央情报局的工作小组报告沙利文领导的这个跨部门小组，称“我们有办法炸毁管道”。于是，炸毁北溪1号和2号的计划就从一项需要通知国会的秘密行动，降级为一项在美国军方支持下的高度机密情报行动，并开始实施。

这里有一个插曲，挪威人和在挪威的美国人，计划在2022年6月北约演习结束后2天引爆炸弹。但白宫担心引爆窗口距离演习结束太近，对美国不利。白宫提出新要求：“现场人员能否想出一些方法，稍后根据命令炸毁管道？”

2022年9月26日，一架挪威海军P8侦察机投下声纳浮标。几小时之后，两声震惊世界的大爆炸！天然气大量在海面上喷涌，全世界都看到了！不可逆转！

随后，白宫主导开始指责俄罗斯炸毁了北溪管道，媒体机器全面开动。这是一种使得阴谋复杂化的策略，没有一家美国的主要媒体深入探讨此前拜登等人讨论的“北溪管道的政治威胁”。

布林肯强调，“我们尽一切努力确保后果，不由我们国家的公民承担”。

2023年1月，副国务卿Victoria Nuland在参议员外交关系委员会的听证会上，告诉一直督促的共和党议员Ted Cruz：“我，以及本届政府都像你一样高兴，正如你所说，北溪二号变成了海底的烂铁。”

然后世界还在等待德国、丹麦和瑞典的“事故调查报告”。

BREAKING NEWS: The United States organized the destruction of the Nord Stream gas supply to Germany significantly BEFORE the February 2022 start of the war between Russia and Ukraine, top investigative journalist Seymour Hersh revealed yesterday.

The first meeting of the U.S. team which destroyed the two pipelines was in December of 2021, said Hersh, one of the world’s most famous independent reporters.

The bombs were planted by U.S. Navy divers in June of 2022, but Americans made sure they were far from the scene when they detonated it, he said. A Norwegian aircraft dropped a device that started the detonation process on 26 September, 2022.
.
Hersh said U.S. participants were fully aware that it was “an act of war” – if anyone realized who did it. But the world’s biggest media, from the New York Times to Fox News to CNN to the BBC, declined to investigate and quickly dropped the story.

Hersh describes in detail how the operation was planned and undertaken—from the very first December 2021 meeting of the team in a secure room on a top floor of the Old Executive Office Building, adjacent to the White House, to the actual bombing on 26 September of 2022.

It’s significant that Hersh chose to publish his detailed expose on Substack, instead of with his former employer, the New York Times, or with other branches of the mainstream media.

The Biden administration quickly denied Hersh’s claims, calling them “complete fiction”.

But the amount of detail in Hersh’s accounts will convince many—as is his record of accuracy. In 1969 Hersh exposed the My Lai massacre and its cover-up, he was a major player in reporting the Watergate scandal in the 1970s, and in covering the Abu Ghraib torture chambers in 2004.

The bombing of the pipeline created immense problems for Germany, and a pollution problem for the world. The key players were senior US government officials Victoria Nuland, Anthony Blinken, and Jake Sullivan, Hersh said.

THE PLAN
In March of 2022, members of the team flew to Norway to meet with the Norwegian Secret Service and Navy. “One of the key questions was where exactly in the Baltic Sea was the best place to plant the explosives,” Hersh said.

They initially decided to use C4 explosives on a 48-hour timer, so that American military people could be some distance from the site. But the White House said that the time gap was too short, and people would guess it was a United States operation. So a remote detonation-on-demand plan was instituted instead, with the bombs attached by US Navy divers in June of 2022. Months passed, with the team waiting for the right moment. It came in the fall.

“On September 26, 2022, a Norwegian Navy P8 surveillance plane made a seemingly routine flight and dropped a sonar buoy,” Hersh said. “The signal spread underwater, initially to Nord Stream 2 and then on to Nord Stream 1. A few hours later, the high-powered C4 explosives were triggered.”

The revelations are too big to be ignored by western mainstream media, a number of observers have already noted. However, they also said that history shows that western acts of this nature, even if they are clearly international war crimes which cause immense harm to innocent parties, have led to no punishments for the perpetrators.

So it remains to be seen what repercussions, if any, there will be. Meanwhile, some mainstream media have picked up the story, and the White House is issuing denials. Readers will make up their own minds.
